need help with movie

i can remember movie the actor maybe raphael sbarge or at least looks like him.

he is a murderer i think and his mates or something have them kidnapped and they think thy get away and go to the sherrif (raphael sbarge) or a lookalike but then it ends up been a killer dressed up as the sherrif
