Movie with a super match.

I remember an old movie I saw long ago that was I think made before ww2.it was about a greedy businessman who destroyed a lot of lives and caused a lot of harm to make his fortune. I think he sold weapons to Hitler illegally.

I remember he owned a match factory and this scientist invented a super match that could be struck,  blown out and struck again and again. This would have  devastated the guy's match business so he stole the secret and had the scientist lost at sea where he drowned. 

Apparently at the end of  his life  he was seeing all the horrible evil he'd done and the scientist drowning.

Yah yeah  I know a match like that is baloney but I just remembered those bits of that movie for some reason.

I'd say The Match King (1932). However, the inventor of the everlasting match is locked away and a criminal is left to drown.
Actually, I thought I'd seen it, but it must have been something different. The information is from the wikipedia page.

Yeah this seems to be it.  I had a details off but he stole the match and caused  someone to  drown .
