Time traveling executioners with a black cyborg girl?

So, I saw this film a long time ago and it was about three time travelers who come back to the past to kill several people for crimes they're guilty of in the future.  One's the leader, and the most gun ho about fulfilling his duties, another is a bespectacled bureaucrat who's really squeamish about the whole thing and the third is a black female cyborg who I don't think ever says anything.

One of their intended victims is a young man who wasn't, as yet, committed any horrible crimes, so a tough cop decides to protect him (which is interesting because up until now he'd been pretty straight forward about going Charles Bronson on evil doers regardless of their age.)

Also, I THINK this scene is from the same movie, but I'm not sure... 

These two cops are chasing a young teen who's just held up a store, they get separated when one cop finds the kid and orders him to throw down his gun.  He does, and laughs at the cop, insulting him and saying something like, "You stupid cop! They can't do anything to me!  I'm a minor and the gun was FAKE!" 

The cop says, "Oh really?  Well, let me see that, will you?" 

When the kid bends down to pick up the gun, the guys partner appears and the cop yells, "Stop!" and then shoot the teen.

Like I said, these MIGHT be from the same film, but I'm not sure/
