Help with the title of a movie

Can anyone help me remember the title of a movie with this plotline?  

A woman's sister is murdered.
She confronts the killer who is aided by the town's folks in escaping but not before the woman can vow revenge.
She begins tormenting and harrassing the killer and the killer's friends as they seek sanctuary.
One of them she sets on fire.
In one act of desperation, she attempts to drown the killer's pet.
Finally in desperation, the gang must kill the woman also in order to escape her tormenting.
