All I can remember is there are several martial artists, each one skilled in a different weapon (No, it isn't Seven Deadly Venoms)

One of the guys is a thrown weapon expert.  He uses all the weapons he is carrying and breaks into a hardware store hoping to find more.  He ends up killing a guy with a circular saw blade and utters the line:

"Thank God for Black & Decker."

The movie you are looking for is Force Five if I'm not mistaken.  It's been years since I've seen it.

If I am correct, that would mean that Scottie's hint would be Tarantino's inclusion of Marcellus's wife doing a pilot for a show called "Fox Force Five".
