Help me ID movie, mid 80s action

Hello,

I'm trying to identify a movie I saw on UK video rental about 15 years ago. I've
tried e-mailing some other b-movie sites, but so far no luck. The movie is in the
action genre, and was most probably made in the mid eighties (and almost
certainly between 1981-1989).

Here's what I remember:

The movie opens with a James Bond-type spy (resembling Chuck Norris with black hair/beard, but I'm pretty sure it's not any of his movies, as I've seen more or less all of them) breaking into a building to recover something (possibly a microfilm). He somehow ends up being chased and escapes by jumping into a swimming pool (he possibly has a woman with him, can't quite remember). Anyhow, he subsequently emerges clinging to an inflated balloon, which he uses to leave the area. I also seem to remember a monkey on his shoulder (!!??).

After this intro sequence, the agent goes on a mission and meets with a female Asian (Chinese?) contact in a restaurant. The agent is pitted against some kind of criminal organization led by a masked villain dressed in black who talks through an electronic voice modulator (looks like the computer KITT from Knight rider on a necklace, which lights up whenever the villain speaks). The villain disposes of enemies/useless underlings several times by opening a pit beneath them. Eventually, the spy arrives at the villain's hieout. After despatching a couple of guards, the villain reveals herself to be the Asian woman the guy met up with earlier in the film.

That's about all I remember.

I know for sure that this is not "Remo Williams: The Adventure Begins" (a.k.a.
Remo: Unarmed and Dangerous). So far, I've had no other suggestions.

Can anyone help with this? Or refer me to somewhere else I might post this message (other than the badmoviezone message board, already tried there).
