Zombie type of Apocolyptic movie seen on late night TV????

A few years ago, 1998, I was working the grave shift and there was a really cool looking apocalyptic type movie on late night television. There was an unseen character in some sort of a penthouse in New York (or some other city) sitting in a chair in a white room looking at television monitors.  The chair was moving electronically not allowing the audience to see who it is. The cameras on the outside of the building looked over at a cityscape similar to Soylent Green and The Ultimate Warrior with a grainy blue or green tint with some zombies, or crazies, attacking a car and people. The camera showed you some backup generators, food supplies, and some other survival items.  It started off pretty slow and I had to make my way to work.
This was not the Omega Man or anything like that but the filming looked like it came from that era. On IMDB some people thought it could be some strange low budget sci-fi movie about pollution or something like that, I think it was called Garden, but that was not it. Could have definitely been a spaghetti flick by the filming type. Looked like something my friends and I would definitely like to find.

I thought perhaps GARDEN of the DEAD(1974) but it sounds like it may be NIGHTMARE CITY (1980)

I really appreciate the help. I have Nightmare City on DVD and I watched some of Garden of the Dead on YouTube and it is not them. I just wish I would have caught more than 10 minutes of the film.
