Frozen wasteland movie ...

I only saw a bit of this movie on TV once and would like to find out what it was.

Here goes:

Definitely from the 70s.  The movie was taking place in some kind of frozen wasteland, some kind of post-apoc or fantasy setting.  People lived in this one building, which I think was a hotel left over from the apocalypse.  In the part I saw, an older woman was collecting rent, or taxes, or something from the people.  The money they used was coins with holes in the middle.  The rent-collecting lady carried a pointed stick and people slid the coins over the top of the stick.  The rent collecting lady was later murdered.

As I recall, this was pretty boring, hence why I watched so little of it, but I'd like to figure out what it was.

Yep, that's it.  Paul Newman being in it is the clencher.  It had occurred to me that someone famous was in it.
