Sci-fi movie (probably 90's)

Sci-fi movie that always stayed with me but I have no clue to what the movie is called. There are these to aliens (looking completely human, could be they are just from the future) who come to earth to fight each other (I presume). The bad guy has this sort of gun mounted on his arm which shoots CD's (which is found when the police is searching the place where they had a fight). The other thing I remembered is this scene of the good guy sitting in the back of a car bleeding blue fluorescent blood and I think he also explodes in the car (not sure).

Anybody any idea?

That's the one with Lundgren of course. I think I saw it under the name of Dark Angel, good memories and now seeing the trailer, probably still a fun movie.
