A stay at home mom helps out her neighbors by watching their kids until the school bus comes, the state says she must desist or get a daycare license.

Sheesh, she's only being neighborly.

So where is the line drawn? If you have kids and a friend of theirs comes over to play, do you need a daycare license? This is one reason I live where I do, much less of that kind of crap.
