Army guy survivalist goes after gang of bikers

I'm looking for an eighties movie where a survivalist guy and his friends (or gang) go after a
gang of bikers that killed his girl or sister, and when questioning one of the bad guys friends, he
ties a rope from his balls to a cinder block and drops it off a balcony.

Dwight, the South African made film The Final Alliance with David Hasselhoff has a similar plot line. Could it be this?

I dont remember Hasselfoff in this. I remember somewhere in the beginning the bad guys chase a girl, rape her, cut her from throat to belly, and drop her off a van. Later on the  brother or boyfriend, and his friends go looking for the biker gang who did this.

Sounds pretty brutal. Was it a very low-grade low-budget film?

The army guy didn't have a hook for a hand did he? I'm sorta leaning toward "Rolling Thunder."

Well, there's no cinder block scene in Rolling Thunder.  He does grab a guy by the crotch with his hook hand, but that's not nearly as nasty.

The cinder block scene is there for sure, In fact when I saw a comerciall for the Will Farrel
movie Old School, i remembered I'd seen that in the movie. I think I saw it in USA up all night.
Its not the zero boys, but its got a similar military tpe group of friends that goes after the bad guys
