Movie about a kid stuck in a drainage culvert

I remember a old movie from the 50s or 60s, ( i saw it in the 60s I think) about a kid that is stuck deep in a drainage culvert and the one scene that sticks out is they dig out a area and put water in it and use a crane to drop a weight to splash out the mud. Any idea what the title is?

Come on guys someone has to remember this I was it in the early to late 60s. I remember the stars shouting to the kis in the pipe
