OK, here's what little I remember about this one.
Evil insane killer has somehow become able to very quickly heal any injuries to himself. Of course, this makes him very hard to kill and he recovers from assorted injuries throughout the movie. At the end, in a very obvious 'leaving the door open for a sequel' bit, the supposedly dead bad guy, whose been thrown into some sort of deep dark hole, possibly an old storm drain, leaps back to life with a scream/growl.
I think one of the cast members from Animal House was in it. The guy playing the killer reminds me of Mark Metcalf, who played Neidermeyer, but nothing in his film credits seems to match.
It isn't "The Final Terror" or "The Unseen" with Stephen Furst.
Frogs with their endless croaking, croaking, croaking in the night.

Silent Rage with Chuck Norris and Brian Libby as the monster.
We shall meet in the place where there is no darkness.

I think Trevor is right, but let me toss another "rapid healing killer" movie on the fire:

Joe D'amato's Monster Hunter, starring George Eastman as the killer.  IIRC, the last scene in the movie is as you described.
Kneel before Dr. Hell, the ruler of this world!

Trevor got it. Stephen 'Flounder' Furst co-stars.

Thanks for the other possible, Akira.

Is this the same Chuck Norris movie where he is in a semi with a guy and they have their lights shown on a guy dressed liked a clown?
