I've seen this picture all over 4chan and Encyclopedia Dramatica, and it looks like it is from a really cheesy horror B-movie and I'd love to know what movie it is! Any help would be appreciated. Here is the picture....

I've seen it before and the question has been asked before, never with an answer. 

I don't think it's from a movie, unless it's viral marketing for a movie that's going to be released in the future. 

I honestly think this picture was deliberately created to post in WTF? threads.

Thanks for confirming it's not a movie, akira, I had been wondering about that myself.  I did do a tineye search but I didn't come upon that series.
