Elviras movie macabre last night

I saw the last 20 mins of a really bad film last night. It was set in an insane asylum. When they showed the asylum it looked more like a house. I am guessing it was made in the 70's. It was in color. From what I could understand the patients had taken over the asylum at some point and the nurse didnt figure it out until the end. There was a black man that kept eating chocolate ice cream bars. He saved the nurse and got her out of the house. Then he went back upstairs to the inmate pretending to be a dr and saw that the other patients had killed her and he took an axe and killed the other patients. then he sat down to eat a chocolate ice cream and he was covered in blood and he started crying. There was one part where one of the residents was laying in bed with a dead body and she kept saying that he loved her. One patient had a I dont know what it is called stuck in her eye. Its a metal pointy thing that you would put paper on. Ive seen them in restaurants.  I want the name of this movie cause it was funny and I would like to watch the whole thing. Thanks in advance.

Don't Look In The Basement 1973.
Far too low-budget for me to enjoy.. this was popular in the early 70s when it was put on a double bill at drive in theaters with Last House On The Left.
