Post Apocalyptic Blue Liquid?

I'm not sure when this movie came out, but it is a post-apocalyptic movie where everyone needs this blue goo to survive and the bad guys drain it out of people. They even have gladiator battles where the winner takes the loser's blue goo essence. I know this is vague, but that's all I really remember. Any help would be awesome.

The first movie that comes to mind is "LEXX:  Eating Pattern," one of the four original LEXX episodes that were more like movies.  However, the liquid is a glowing green if I remember correctly.
