Searching for name of HBO/Cinemax film from 80's or 90's

It takes place at a large estate/mansion. There are Maids in blue one-piece uniforms with blue carnations on one side of their hair. The Maids have an affair with the young guy, and gardener. There is a strict female manager that wears a old Victorian women's blouses with the collar to chin but has an affair with the gardener at the end of the movie. Also there is a woman guest that has an affair with the young guy.
