Crazy movie I've been looking for since the 90s

 Back in the 90s is watched this strange movie in Berlin at a friends house and I've been trying to figure it out since. It was on a bootleg VHS so can't offer year of make. It had a nazi, a bomb in a house or in yard, a guy that had on a burlap bag on head with eyehole cut out like Jason before he got the mask and their were referenced to heroin. Oh and a cop told the guy in the burlap mask "Are you eyeballing me". I know thats dam vague with a strange description, but thats all I can recall.

Did the guy in the burlap mask have a pitchfork? It could be Night Of The Scarecrow (1981).

Wild card here, but as the previously suggested titles (TOWN THAT DREADED SUNDOWN and NIGHT OF THE SCARECROW) do not account for the original poster's mentions of Berlin, a Nazi, a bomb, etc.......

I am going to throw out there a pair of titles: GERMAN CHAINSAW MASSACRE and its sequel, TERROR 2000. Both are German films made in the early 90s, both were DEFINITELY circulating in the late 90s on bootlegs, probably courtesy of Video Search of Miami. Both have Nazis (Udo Keir basically plays Hitler himself, I think under an assumed name, in TERROR 2000) and there is a bomb or large mine outside a house in one of them. There are definitely cops in the second one (TERROR 2000), maybe in the first. There are probably drugs (at least mentioned in passing). As the former's title suggests, there's a lot of chainsaw carnage and cannibalism, I think in both movies, very much inspired by TEXAS CM... I do not specifically remember a guy in a burlap sack, yet it would seem to fit the milieu and the gory mayhem.

Also, each film is only about an hour long, so it's possible the poster watched both on the same VHS and (since they have the same director and themes) conflated them into one movie...
