Experimental Drug Movie??

HI, new here.  I have been looking for the title of a movie for some years now.  I rented it at a movie store once, and it was a proverbial train-wreck.  The movie was done in black and white, but had some color - one, yellow.  It was about a doctor that was testing an experimental drug.  This drug was addictive, as you saw in the first of the movie, where there were people outside a building in a run-down looking city block, and a ?guard? handing out drugs to people asking for "The p**s".  Later in the movie you realize that "the p**s" was a yellow drug (IV) that made you euphoric and sweat yellow.  The drug was apparently still in the sweat of the taker, and so lead to a couple people licking the yellow sweat off of each other.  Very freaky if you ask me.  The main part of the movie was done in a lab type setting, and I believe the doctor was mad (as a hatter).
Any leads, thoughts, or answers would be awesome.  Thanks so much!
