Ninja revenge movie

The film I am looking for is from what I remember a paint-by-the-numbers "bad guy kills hero's family, hero gets revenge on bad guy" style martial arts film. Most details are hazy in my mind, it is just one particular thing I remember:

In the beginning of the film as the Bad Guy™ slaughters the Hero's family there is one scene his henchmen hold down a blonde woman with her bra around her neck as he rapes her - from what I recall the tone of the scene wasn't horrific but more of a "they will get you for this". I believe the film is set in the US and the blonde woman is the family's babysitter, the family might have been Asian. The hero might be a young boy who somehow survives murders and then grows up to take revenge, but on that point I am far from certain.

I saw the film on television somewhere around the mid 90's, so I'm guessing it is an 80's movie. English language.

Sorry for the late reply. Good guess, but unfortunately no - I just rewatched the film to make certain. The scene I remembered was definitely in the beginning of the movie, setting the whole revenge scenario up, and it involved both the Bad Guy and his henchmen.

Pray for Death (1985) is another ninja revenge option.  Totally awful movie, though, and although the plot does not match, it might be close to the OP's movie.  Revenge of the Ninja is one of my all time favourite ninja movies, but it doesn't really match the description from the OP at all.
