Where the heck was OSHA during the construction?

Where the heck was OSHA during the construction?  Seriously, a four foot wide ledge sitting right next to a multi-trillion watt super laser with no railing or radiation protection of any kind?  I'd like to not get roasted by the beam or falling and breaking my neck.  Additionally I'd like to reproduce some day.
