70s or 80s Horror Film

Can anyone help me identify this movie from the 70s or 80s.  I can only remember fragments.

A couple are in a town and there are mysterious murders being committed.  There are also zombie/undead creatures that are stalking them.

In the end, it turns out there there is a mad scientist/surgeon who's passion is to operate on people.  He would kill them then heal them to bring them back to life.

The twist at the end is that when the couple discover what's going on and confront the doctor, he admits to what he is doing, but tells them that his greatest accomplishment was to bring that couple back to life.  So the couple themselves were killed and brought back to life by the doctor, but he had done such a good job that they didn't even realize it.

I've asked my "knows every movie" friend and she couldn't figure it out.
