80's horror movie about contaminated water

I have this on VHS somewhere, but I can't remember what the name of the movie is! I just remember the ending where the main guy is being taken away in a car and he is trying to warn all the people about the contaminated water is his town, and they are just ignoring him and continuing to use it. I remember an old woman watering her flowers and thinking from the hose as well.

Can anyone help name the movie? I'm all out of ideas.

The date is wrong, but 2002's "Cabin Fever" with Rider Strong deals with the subject of drinking contaminated water. The film was successful enough it spawned a sequel in 2009 "Cabin Fever : Spring Fever."

There is an interesting story involving Rider Strong. During a moment between takes, he wandered off the set, where the film was being shot, without taking off his make-up, where he was covered in fake blood, and he came upon a group of girls from the local girls' camp, who, when they saw him ran off screaming. Then one of them recognized it was Rider Strong under the make-up, and the girls turned around and started running towards him, and maybe not screaming, but he had to run from the girls to prevent him from being mauled by the girls.

Mutant (1984) had a contaminated water in small town theme, but also blue skinned zombified infected people so I doubt it was that.
