Classic Cartoon - How To Paint

There is an old cartoon from probably the 50s or 60s that starts with the booming announcer voice saying "HOW TO PAINT" then a long pause, then he quietly says "chapter one".  Then the cartoon character (which in my head is Goofy) goes through all the steps of painting and messes things up comically, as they would.

I was sure this was a Goofy cartoon and that the voice was the same as the guy that does the voiceovers for those old classic Goofy cartoons, like GOOFY GYMNASTICS and whatnot.  I looked up all the old Goofy cartoons and none of them appear to be about him painting.  There's one where he fixes his house but it's not the same kind of HOW TO style.  There were a lot of Goofy HOW TO cartoons back then, so there's a reasonable chance it's a Goofy cartoon and I just can't find it.

Furthermore, this was reinforced by years of watching MST3K : THE MOVIE where there is a "Thanks, Dr. Goofy" reference to Exeter's voice coming out of the interositor sounding very much like the voice from the Goofy cartoons and the one that I am thinking of.  But I digress.

My siblings and I have been quoting this cartoon in a very precise way for like 30 years, so I know it has to exist somewhere.  My only thought is that it's not a Goofy cartoon, but I'm absolutely positive that there is an old cartoon that starts out "HOW TO PAINT ..... chapter one".  Google is all sideways on this because it thinks I am trying to find videos of people showing how to paint Goofy.

Does this ring any bells for anyone?  It's been driving me crazy.

I can see what you mean. I can't find anything with that title with Goofy neither. Though, that intro you gave is certainly out of the How to . . . cartoons with Goofy. Maybe it was made for the school classroom. The Company made a lot of educational films for schools. The one that I have always wondered about is the one they made about the menstrual cycle. And I just missed seeing it, as the film projectionist for the university library, which I attended, I saw a lot of educational films, but not that one, even though it was shown during a health class at the university.
