I watched this the other night: aka Psycho Puppet, it's a 1979 release - and also became one of the video nasties - about a traumatized Vietnam vet who is hired to clean up a s**tty neighborhood, only to start killing people. The actor playing the veteran seems to be acting with his hair until you realize he doesn't have any.
