The way I explain that in my mind is this: It is a smart virus that makes it's host only attack the uninfected". I can't wait to buy this movie on DVD (NTSC).

2 possible reasons:

1)  The Rage virus alters a person's body odour, making other Infected avoid attacking them, perhaps subconsciously.
2)  The *really* aggressive Infected have already attacked and killed each other, and the Infected we see in the film are the surviving wimpy, laidback ones.
