Dead Or Alive (1999)-Any Good?

Finally found out the name of this flick!  I've been looking for it ever since I read a small description of it's opening scene a few years ago.  I stumbled upon it while looking up info on Ichi The Killer (which I'll rent within the next couple of days).  I was wondering if anyone had seen it?  Looks like a great uberviolent over the top Japanese yakuza flick.

Anyone have any info?  Good, bad?
