Help me identify this B-Movie

Oh ye knowledgable of bad movies, help me out here.

A movie from long ago that someone else told me about, the bad guy (I don't know if he kills anyone) is a guy with a black cape/cloak and a green face who says "Boogity boogity boo!".  My friend said it was the scariest movie he has ever seen, but I haven't been able to find it.  Any help?
