anyone know this movie?

i remember one incredibly cheesy horror film i watched at my friends house once, but all i really remember is that is what just that bad. it had something to do with a house full of teenagers who brought back from uncle sam looking hippie from the 70s, and he's made of acid and at one point he comes out of the toilet and burns off some guys member.. yeaaaaa. anyone know it?
