Thanks for the info.  However, I think it was before 1974.  I lived in Texas at the time and I still believe the film was made around 1970 when I was in LA.  Sullivan's Empire seems to fit, but without seeing the film, I can't be sure.

There was a film called Piranha, Piranha! 1972 but the imdb has no plot outline. I have it in my dvd library but never have seen it. I got it thinking it was the Roger Corman movie.
