I believe that it is from "End of Days."  That was the title that jumped to mind when I saw it, though the only time I watched that movie was with a bunch of Marines, very tired, in a hotel room after a night out drinking.  Not the best time to store memories for later retrieval.

I've had this photo in the back of my mind since you posted it, and it keeps tormenting me.  I've seen this, and the actor's name is floating in the back of my head, but nothing is clicking.
