Simply because the films which are most often translated from other languages are either kung fu/action movies or animated manga films, both of which are all about the visuals, what's going on on the screen, so spending half of the time staring at some text along the bottom of the screen just seems absurd to me.

On top of that I just find it totally distracting from the movie. Obviously a really bad dub is equally distracting but they're usually not so bad these days. With a decent dub I can suspend my disbelief, sit back, relax and enjoy the film the same as I would have if it was English in the first place.

I never got around to watching Gen again but it is a good movie and probably the one you want. I liked Grave of the Fireflies better myself and highly recommend it. Also, not to offend anime purists but I agree with DistantJ, subtitles seriously distract me and I avoid them whenever possible. Most dubs these days are decent so I can watch them even if they aren't great.

As for Ghibli film not being graphic....I dare you to watch Grave and not want to kill yourself afterwards.

Truer words have never been spoken.

I wanted to post an update here.  This is definitely the short "Pikadon."  Very disturbing visuals, and a very bleak film.

This is the film you're looking for; I'm sure of it:

Go to YouTube and search for "Cartoon about the Atomic Bombing of Hiroshima".  The poster should be "thefilmarchive".  (It wouldn't let me post the link here.)

I've been looking for it for ages since I saw it as a kid...it gave me nightmares, same as you.  Someone on YouTube made a video with it, and was kind enough to give me the link to the original film.  I really hope you get this and that it helps.   I'd be glad to know I helped someone else find it.
