Lex Luthor for being a total dick.  Especially when he started that everyman project.

Back in the days, I liked Venom when he first debuted.  Especially when he pushed Peter Parker off the subway platform (Peter couldn't dedect him with his spider-senses)

Last and not least, Savage Dragon's Dung (You figure out what powers he has).
We all know Bill is a little nuts, but George has actually tasted them.

I think my favorite is probably Evil Ernie.  Now there's a VILLAIN.  Although, I haven't read any of the newer series (Evil In Santa Fe, I think it's called)

Saucerman

Scarecrow and the Joker, though right now I'm kind of burned out on the Joker.  I like Batman's entire rogue's gallery, but these two really stand out for me for some reason. 

The Wizard from JONAH HEX: TWO GUN MOJO. 

Adrian Veidt/Ozymandias from WATCHMEN (I modeled a villain off him for an RPG campaign I ran, which proved so memorable that even now, almost a year after the campaign concluded, my players still curse and spit when they hear the villain's name)

Hammock Rider

Batroc zee Leaper because of his chessy Frenchness..
