okay, when i was a kid, we had creature double feature on wsbk boston. i think i remember seeing a weird, dark, muddy-looking action/martial arts film where one of the characters had a tattoo that got larger and larger as we got closer to the end of the movie. there were scenes that showed us the progress, thus far. it might have been a dragon tattoo or something. i remember one of the characters wore a trenchcoat, and there was probably a fight scene in a big garage.

i don't remember a head growing out of his shoulder, but it's possible that i didn't see the whole film, or forgot that part.

The head growing out of the shoulder film is most certainly the Japenese/US collobaration the MANSTER(1959). Don't know about the tattoo film...

Now, that's almost creepy. There is a German movie that's fits perfectly. Two guys doing some kind of criminal carrier service, one gets wounded at one job, from the scratch grows a tattoo, turns out he is infected by demon blood or something and turns into one. Lots of coats an fighting in dark muddy places and stuff.
BUT: the movie is not out yet. It's scheduled for end of this month, title being "Bloodbound". A trailer can be seen here (down at the right side): http://www.myspace.com/bloodboundderfilm

So, I guess this one is not it. There is a another Asian movie with a growing tattoo, called "Ashura - The Demon Slayer". But that one is pretty recent, too. And it is a woman, that has the tattoo.

Tough one....

I am necroing this thread, so what?

Try 9 Blows of the Dragon or Master with 9 Dragons or even 9 Dragon Tattooed Master. Every one of those has the main character getting a tattoo as he masters his style of Kung Fu.

Perhaps Mortal Kombat Annihilation?  They had dragon tattos that flew off when a person died.  Quite a stretch but still...
Barbeque sauce tastes good on EVERYTHING, even salad.

Yes, salad.
