Turtlenecks like that were stylish starting in the late '60s... based upon the actor, whom some may recognize, the film is almost certainly before 1973 or so...

JASE, that pic made it easy (TERENCE STAMP).  The film is THE MIND OF MR. SOAMES (1970).
