80s/early 90s Hong Kong film with gas used in armored car robbery

This is very frustrating for me as I'm pretty sure I've seen it but can't place it.  It's a Hong Kong film with an armored car robbery where they drill into the car and pump gas into it.  I even have a clip from it.

I also recognize the older actor with the mustache, but I can't place him.  Very frustrating!  Help?
