Totally agree with Gul Dukat.

What? No villains from battlestar galactica? After seeing "The plan" you have to put brother cavel on the list!

As to the ultimate TV villain, how about Jim Baker? He swindled millions and millions of dollars from countless  people.

Six pages and still no Mayor Richard Wilkins III (from Buffy)? Easily the creepiest villain in television.
