Can't remember a film I watched as a kid

British Film/Drama was shown on Chanel4 (Ithink) around early nineties or very late 80's.

All I can remember was based on a troublesome teenager sent to a care home,for what reason I cant remember, which she then ran away from getting in to all sorts of trouble.

One scene I rememeber was her dropping her towel in the care home in front of the carer, showing off to all her friends in the home.

The British actress playing was fairly well known, and all I remember was she had quite big lips on her face?????

Strange request I know but it's bugging me not knowing the actress really.

I know its nothing to go on, and it might not even be a film but a TV drama, but if it jogs anyones memory the actress in it I keep getting confused with Jodhi May, I think she may strike some sort of resemblance to her,  but I think she had short black hair, at least that's what I think anyways.

Really random I know but it's driving me mad not knowing the actress.
