It's Poveglia Island, Probably the most f**ked up places in Europe. It's located between Venice and Lido, was probably home to a total of 160,000 burned bodies during the Black Plague, also home to a crazy doctor, who experimented on mentally ill people who claimed to see ghosts of burned victims. the story gets weirder- he was thrown off the bell tower by the ghost and, according to one of the nurses, when the doctor was writhing in pain, heavy mist came from the ground and consumed him. the island is restricted to visitors, and those who do go there immediately gets off the island because an apparition tells them to leave and never return. So the weirdness factor is way up there.

Interesting.  I have read a short story that was probably inspired by this, though I believe the ghosts in the story were people afflicted with leprosy.  Otherwise, the story you relate very closely matches the short story.
