WIP film (90-00)?

Hi all,
this is my first post, hello everyone.

I'm searching for a b-movie (I suppose from '90 or '00) about a woman sent to prison.
I tried searching for the most common WIP masterpieces but is not there.

In that film the woman finally manage to escape and go in Mexico (or some other country) with her son and a female friend.

The only scene I remember very well is one of the last where a blonde female cop working in the prison helps the woman to escape by distracting her colleague having sex in the prison electric chair.

I know ... is not very much ...
