what's this movie? from the '90s i believe.

I  watched it when I was a kid. It had a blonde little boy who caused trouble. I remember  a part where he was at the fair & he put on tall boots to get on a ride &, it started going really fast & someone ended up throwing up everywhere. & I think he ran away from home & was at some fountain thing in the street with a girl who he WAS enemies with. That's all I can think of. Please help me figure out the name of this movie.
