Of course, I would not be at all shocked to learn foul play was involved. But I somehow doubt we are ever going to know the whole truth. Won't stop the conspiracy theorists on either side from being convinced they figured it all out. Look forward to ugliness and paranoia for years around this one.

To answer your question a 360' circle can be dived into various fractions that are useful in navigation north south east west north east northwest etc. It was the smallest number that allowed for precise compass navigation.
