In an orchestra does the guy waving the stick around, the conductor, actually do anything since everyone has their musing in front of them?

Most importantly, he sets the tempo so everyone plays at the correct speed and groups of instruments all enter at the same time.

There are many other smaller things the conductor can do to shape a performance.
