Looking for a movie for a friend.

Ok my friend Nikki is looking for an 80s/90s movie. She says it had famous actor in it, but can't remember who and the plot involves a Detective sent to a town to investigate a string of murders. At the end of the film it us revealed that everyone in the town is either a demon or is being tortured by them.

Any ideas?

vaguely similar to DEAD & BURIED, but prob not that...

actually very close to the plot of a Shaun Hutson novel, but I can't remember which. (however a post 2000s one and his only film adaptation is SLUGS anyway)

I did suggest Cast A Deadly Spell to her, but that wasn't it. I've passed on Dead & Buried to her and I'll let you know if that is a winner or not.
