Clown cannibal and strange scene, policeman speaks about murder

I'm looking for a crime movie from 90s (probably), in which a policeman talks about a clown-murderer. I only remember a scene in which the clown turns to the policeman (he turned out to be a cannibal) and slips his arm to them "as if asking them to eat that arm". It was some movie made in US. It wasn't leitmotiff, but only short scene.

I watched it almost twice in my life, so it could be popular movie in style "Lethal Weapon" or something similar.

I found and it was movie with Steven Seagal, not Robert DeNiro or Al Pacino.

amazingly the woman detective then has to explain the joke out loud to herself, presumably to inform the viewer that a joke just happened. "clown... taste funny... ah yes I get it". so dumb  :lookingup:

There's a redirect in the Announcements section that sends you directly to the new thread in "Solved" when you click the topic. That feature works differently than it used to before the latest update. Either that, or I selected some funky options somehow when I tried to move it.
