Movie about killer putting warpaint on victims' faces

Trying to remember a movie about a serial killer who breaks hookers' necks, then paints up their faces while making some voodoo chant....

The hero is a middle age cop, introduced eating at a food stand, when he's approached by a group of punk rockers... The cop drinks a lot, so a big punk takes his flask away & breaks it open with one hand & drinks the contents.... The cop then beats them all up....

The cop has a teddy bear with him, which in the fight, gets one of it's ears burned off on a stove... The bear is a birthday gift for his daughter, who's being raised by a group of hookers... He apologizes about the ear, & she says, "That's how I'll know it's from you." The cop later buys a new flask....

At some point, the cop goes to an Asian temple in town, where he quickly dispatches a pair of ninjas.... The cop then meets the Asian priest, who proceeds to explain how the killer was an injured soldier who came to them for help with a painful war injury.... The killer started with animal sacrifice, then graduated to people....

Just before the climax, they figure out where the killer is, so the cop grabs a flare pistol & loads it, then opens a drawer full of guns & tells the leader of the hookers to pick one.... She grabs one, but he takes it back saying it's too big for her & gives her a smaller gun, but when he turns his back, she puts the small gun back & grabs the big one...

They corner the killer in a steel mill... He's standing on an elevated walkway, the cop shoots him with the flare pistol, & the killer is blown backward & falls into a ladle of steel...
Everyone goes home, but then the camera zooms in on a pair of glowing eyes in the ladle, & we hear the killer repeating his voodoo chant.....

I think the killer's name is revealed, but they never show his face.....
