Looking for title

You know how weird things just pop into your head... this is one of those.

The other day I recalled seeing a movie, probably mid/late 70's. I have just a few memories of it, no title, no cast.

So here's what I remember... There's a family, not sure, but I think it's a mom and 2 daughters and a mentally handicapped son. As I recall the son had been in an accident.
There is a social worker who is, for whatever reason, trying to get the son out.
There's obviously more to it, but at the end it's revealed that the social worker's husband had had a head injury and was functioning at the level of a young child (at least that's what I think I remember!LOL). And what she wants is the son from the other family to live with her and keep her husband company/be a playmate.
Or something like that. It was really weird. And I bet it's not on video or ever been on tv since.

I also seem to remember that at the beginning of the movie, the son is being babysat while the others are out.  At one point the son is sucking on the sitter's breasts. And I believe it was at this point that the mother came in!  

So if anyone knows the title or maybe who was in it, I'd appreciate it! Thanks.

I think it's either CITIZEN KANE or FIDDLER ON THE ROOF . . . I can't be certain.

Oh, and check it out! Director Ted Post--click on his name in the link above--is still busy today. Well, as of 2000--and the last two were never released. Not a great track record though--"Magnum Force," "Beneath The Planet of the Apes," "Good Guys Wear Black," "The Human Shield," and episodes of "Future Cop," "Beyond Westworld," and "B.A.D. Cats!"  Bad Movie fans love this guy; we just don't know it.
