Help with title

Ok, so it's not a horror movie, but it's definitely a BAD movie. I saw this one on cable in High School, and can't remember the name. It was your typical 80's H.S. hijinx movie, with these two guys who meet these two girls, and they're at the carnival, and for some reason, bad guys are trying to get them. All I remember is that the main character falls in love with the chick because she's wearing these underwear with hearts on them, that he sees while following her up a ladder. If anyone knows the name of this movie, PLEASE let me know, because it's driving me nuts. Thanks!

Not to sound flippant, but just about every 80s wacky kids hijinx movie seemed to have scenes like this.  But thanks to your inquiry, I know have the mental image of an upskirt view of a girl's heart decorated panties in my mind.  Hmmm.

It never ceases to amaze me the colllective knowledge of seemingly all movies ever made this board has. My hats are off to everyone.
