For the best scene of a person dangling from a ledge or building, I'd have to go with Harold Lloyd in "Safety Last," if for no other reason than he actually WAS hanging high above the ground with no safety harness and only some mattresses to (hopefully) land on in the event of a fall. And he made it all look easy and funny.
