Help with title of Japanese aquatic monster movie

I saw this a few years ago and have been wanting to see it again.

The only things I remember about the movie are that the aquatic monster in question has a face just like the Predator's, with the four mandibles and such, and it was Japanese.  The monster was not giant, it was close to human sized.

From the look of it, I'd say it was made in the mid-late 90s.

Hmm, if that's all I remember it may not be worth watching again, but it's been driving me nuts.

I can't even remember precisely whether the monster lived in the ocean or in a lake.

Any help would be appreciated.

I have seen a few that might fit your description.  The one that jumps to mind is "Dragon Blue" and it came out on DVD not too far back.  Here is the IMDB entry:
